There are legal and social foundations that underpin the need to promote the foundations for the creation of a genuine citizenship, allowing delineate the rights and obligations of its members. Individualization of them must rest on a scientific and accurate determination, it started from the time of birth, so that the granting of a certificate of affiliation differential-identification as a human person, in the social conglomerate of the world becomes feasible. The birth determines the existence of the human person, and physically visible body; adviniendo fitness and legal capacity of the only, the fact of his experience, which gives it the character of a subject of rights and obligations.Downloads
